It's totally cool on some horses but sometimes it's better to draw them all one by one. But here is a MUCH easier way to do it. Step one: Draw the outline: Step two: Fill in with your selected color Step three: Shade the tail Step four: Go threw and ad some strands. Remember: GO WITH THE GRAIN.
